No, you don't need a driver's license to ride a Roxx and a helmet is not mandatory. Of course it is wise to wear a helmet.

Yes, all Roxx fatbikes/folding bikes are approved by the Dutch Environmental and Transport Inspectorate (ILT) and are therefore 100% legal in the Netherlands.
We take the government's rules very seriously. This means that the Roxx is allowed to drive a maximum of 25 km per hour on public roads and has no throttle.
There are several providers who sell tuning kits or offer to tune electric bicycles. This is illegal and you are not insured in the case of a tuned bicycle. If you have an accident, this will have major consequences. In addition, we do not guarantee any damage in any way. The risk lies with the customer himself and the guarantee expires immediately. So know where and from whom you buy.

You may come across a nice second-hand Roxx on Marktplaats. What is important to know.
- Make sure the seller can provide an invoice. In the event of a repair, we always ask for the invoice. If you do not have one, we unfortunately cannot help you. Discussion about this is not possible.
- Check everything carefully before you buy. For example, ask for a battery test report or take a long test drive. If it sounds too good to be true, it usually isn't.
- Check if the bike is registered as stolen. This can be done in two ways. Via stopheling.nl or via fdr.rdw.nl (bicycle theft register of the Dutch Road Traffic Service).
- Cheap is usually expensive. We therefore always advise to buy a new Roxx.

Even though tuning your fatbike / folding bike seems relatively harmless, there are significant risks involved. It is therefore important that your e-bike meets all legal requirements and thus excludes these risks.
If your e-bike does not comply with the regulations
When an e-bike is tuned, it actually becomes a motor vehicle. The legal requirements as they apply to speed pedelecs, mopeds or scooters then come into effect.
Your e-bike does not comply with the regulations if it:
- Pedal assistance is provided above 25 kilometers per hour, in other words, you have tuned up your e-bike.
- The motor has a higher continuous power of 250 Watt.
- A throttle that makes your e-bike go faster than 6 kilometers per hour.
If so, you are immediately breaking the rules below:
- Your vehicle requires European type-approval as it applies to mopeds or speed pedelecs.
- The vehicle must be registered with the RDW and must have a license plate.
- An AM driving license is required.
- A minimum age of 16 years is required.
- The vehicle must have at least third-party liability insurance.
- Wearing a helmet is mandatory.
- The use of cycle paths in built-up areas is not permitted.
Violations and fines
Tuning e-bikes results in multiple rule violations, which can lead to:
- Receiving fines for one or more of the above violations. The total fines exceed 1,000 euros.
- Criminal offences where repeated violations could put the user at risk of having a criminal record.
- A hefty fine for not having the mandatory third party liability insurance.
- The loss of legal liability in the event of an accident, where the user can be held personally liable for any damage caused.
- The loss of warranty on the e-bike.
- Confiscation of the e-bike.
- In addition, higher speed in an accident can lead to more serious injuries.
Please note : for children under the age of 18, the parents are responsible, and therefore liable, for any damage that is not covered by the insurance.

1. Make it difficult for thieves with multiple locks
It may sound obvious, but it is important to secure your bike properly. You do not do this with one lock, but with two. A ring lock and a chain lock.
Preferably choose a certified ART lock. This qualification indicates the theft resistance. According to the ANWB , insurers accept an ART2 lock for bicycles. ART3 is even better, but those locks are a lot heavier and more expensive.
2. Use your locks wisely
If you have bought an extra lock, it is also important that you use it in a smart way. When you lock your bike, do not let the chain lock hang on the ground or touch a wall. It is then much more difficult for thieves to break the lock.

4. Choose the right parking spot
If you park at home, lock your e-bike inside with a floor or wall anchor if possible. If you don't have that option, make your bike as unattractive as possible for thieves. You can read more about that in tip five.
Are you on the road? Always think carefully about where you park your bike. If there is a guarded bike shed, choose that. Sometimes this costs money, but more and more sheds are free. On the NS website you can read about guarded bike sheds at the station.
Is there no guarded bicycle shed? Then secure the bicycle to an object that is firmly in the ground. "This prevents thieves from simply picking up the bicycle and taking it with them," Bert Gelling of the ANWB previously told Radar . Preferably choose a well-lit place where many people come. Thieves are generally less likely to dare to strike there.
5. Make your bike unattractive
It is often possible to remove parts from your e-bike, making the bike a lot less attractive to thieves. Think for example of the display and the odometer.
You can also remove the battery (if it is removable) from your bike, which are worth hundreds of euros. Nowadays, many batteries can also be locked. Unfortunately, this lock is often still quite easy for thieves to break open.

What is a fat bike and how much does a good e-bike cost?
The fat bike has its origins somewhere in the early 1900s. Fat bikes were used to cycle through the desert. Later, around the 80s, researchers used fat bikes for polar expeditions. The current fat bike looks more like a moped or scooter. This is due to the small, wide tires and the buddy seat. The sitting position due to the buddy seat is not ideal, which makes pedaling feel unnatural. But with the right support and associated drive system, it is a fun bike to cruise through the city.
For a good quality fat bike you will pay around €2700 or more.
Why is the fat bike so popular?
According to ANWB bicycle expert Wouter Duijndam, quality in the fatbike category is certainly not self-evident, while they are selling like hot cakes. 'We believe that the fatbike is so popular for two reasons.'
- Helmet requirement for moped riders
The first is the helmet requirement that will apply to mopeds from 1 January 2023. 'That means that many young people are switching to an e-bike. Of course, it has to look nice and have a reasonable price tag. Then you are exactly in the fatbike category.' - Tuning a fat bike is not difficult
The second reason for the popularity of the fatbike is the ease with which such a bike can be tuned. This entails a risk that not everyone is aware of. Duijndam explains: 'In the Netherlands, an e-bike may not go faster than 25 km/h and have a power of up to 250 watts. If you go faster, or the bike is more powerful, then according to the law you are on the road with a moped. And then you must be insured. Young people - and their parents - often do not realize this. But if you are involved in an accident with a tuned bike, you can get into serious trouble with liability.'
Also keep in mind that the bike is not built for speeds higher than 25km/h. The disc brakes (most important parts) are not designed for the higher speeds in terms of size. Also, there is a higher heat development in the battery and electronics. This shortens the lifespan enormously and increases the chance of a battery fire while using the bike or charging the battery.

Buying a good fat bike
'The supply of good fat bikes is still very limited', says Duijndam. He advises not to just order a bike via the internet, but to look for something nice at the big brands. 'Pay attention to whether good parts have been used.

1. Quality mark: does the fat bike comply with the EN-15194 standard?
2. Parts: are they cheap or not?
Cheap parts are one of the disadvantages of a fat bike. Duijndam can already say that he is sometimes shocked by the quality of parts. 'The fat bikes that we have examined are almost without exception equipped with very cheap switching material, cheap batteries and a cheap engine. Even chains and sprockets are often made of the cheapest material and that also applies to the brakes. That is not only bad for your wallet in the long term, but also dangerous. You have to be able to rely on brakes, so they have to work well and with a battery with a dubious background you run a greater risk of battery fire. I wouldn't want a battery like that in my house'.
3. Origin: does the fat bike come from China?

- A fat bike requires less maintenance if a belt drive is used instead of a chain.
- Renowned brands often use Bafang or Bosch batteries or build their own battery pack with quality battery cells. Cheap bikes use generic batteries.
- The more expensive fatbikes use a better quality brake system and are equipped with hydraulic disc brakes. The cheaper bikes are often equipped with mechanical disc brakes.
- Read the user experiences about the brand and model in question.
What is an illegal fatbike?
Many fatbike brands run purely on marketing. The bigger the brand, the more say there is. The brand can have the manufacturer make changes to create its own identity. This does not necessarily make the fatbike an illegal vehicle, but it can affect the quality. On Aliexpress you can find such fatbikes with a self-made brand name and a battery size of, for example, 600 Wh.
How to recognize an illegal fat bike
- The price seems too good to be true. Example: €999 at bol.com.
- As a consumer, you can set the maximum speed higher than the legally permitted 25 km/h in the menu. Illegal fatbikes often offer support up to 50 km/h.
- The engine power is higher than 250 watts.
- A fatbike that comes out of the box and is already equipped with a throttle that provides support above 6 km/h. When the throttle provides support up to 6 km/h, this is considered walking support. It does not matter whether this support is provided by pressing a button or throttle.
- Even a legal fat bike becomes an illegal vehicle if you install a throttle that takes you to 25 km/h without pedaling.
Bicycle repairman doesn't want illegal fatbikes
If you have an illegal fatbike, you can go to the bike shop less and less often. They don't want to get their hands dirty. BOVAG affiliated bike dealers and bike makers can even lose their license. If it is determined that they cooperate in installing a throttle or in tuning the bike.
Trend in fatbikes
The trend that the bicycle expert sees is that the brands that innovate are moving away from seven-derailleur gears. These gears ensure that the riding pleasure of the fat bike decreases, because you have to change gears a lot to be able to cycle normally. Because many (illegal) fat bikes are equipped with extremely short cranks (the connecting piece between the pedals and the bottom bracket of the bicycle), the power transmission is far from ideal. In his opinion, this is also one of the biggest reasons why people install a throttle.
Liable in case of accident with (illegal) fat bike
Fatbikers up to 14 years old are given extra protection by law (vulnerable road users). If there is a collision with a motor vehicle, the driver is 100% liable. Older than 14 years old? Then the motor vehicle driver is 50% liable. Regardless of whether the driver of the motor vehicle is at fault for the accident.
If the police determine that the young person was travelling on an illegal fatbike, the parents are 100% liable at all times. In that case, the WA or bicycle insurance will not pay out and you cannot recover any costs. Damage to the other party and hospital costs can quickly run into tens of thousands of euros. An illegal fatbike is not an e-bike, it is an illegal vehicle. The police will confiscate the vehicle and issue fines.

The fatbike is becoming increasingly difficult to insure. There are two types of insurance: the third-party liability insurance and the bicycle insurance, in case of theft. Unigarant (a wholly owned ANWB subsidiary) has temporarily stopped the latter. Unigarant is currently working on adjusted conditions so that fatbikes can be insured again in the middle of the first quarter of 2024 .

Your warranty will be voided immediately if you – without consultation – touch the Roxx settings yourself and/or start tinkering with your Roxx bike yourself. Always discuss this with us before you start.
The warranty also expires if you purchase the bicycle second-hand from a third party.
