Can I use a Bicycle Plan?
Can I use a Bicycle Plan?
In 2024, you can continue to offer employees a 'company bike' via the National Bicycle Plan. But how exactly does that work, with the arrival of the mandatory work costs scheme (WKR) as of 1 January 2015?
As of 1 January 2015, the work costs scheme (WKR) has been mandatory for employers. Within the WKR, the employer may use 1.2% of its total gross wage sum for tax-free allowances and benefits to its employees. This includes the 'company bicycle', but also, for example, a gym membership (company fitness), Christmas packages or company outings. With the introduction of the WKR, a number of important basic rules regarding secondary employment conditions have changed:
– All separate rules for tax-free provision and reimbursement will lapse. Tax-free provision and reimbursement of secondary employment conditions will fall under the WKR as of 1 January 2015.
– The costs of purchasing secondary employment conditions fall within the WKR budget (for 2024 this percentage is 1.92% on the first €400,000. Above this amount, a percentage of 1.18% is calculated).
– The employer determines the range of secondary employment conditions, but what is new is that the employer also determines which amounts are used for this, who is eligible for this and how often the purchase may be made. You can therefore continue to offer the bicycle in a fiscally attractive way. Incidentally, accessories and bicycle insurance can also be co-financed.
How does this work in practice?
There are many employers who have switched to the WKR and who continue to offer the bicycle as a secondary employment condition via National Bicycle Projects. We see this happening in two different ways:
Example 1
The conditions will not be changed. The conditions of the old regulations will be adopted one-on-one. The maximum amount to be settled, €749, will also be maintained. The rules are: participation is possible once every three years, employees with lease cars are excluded, the bicycle must be used for commuting at least half of the working days.
Example 2
A distinction is made between a regular bike and an electric bike. The maximum amount to be settled for the regular bike is €749,- and the maximum amount to be settled for the electric bike is increased to €1,000,-. Depending on the size of the WKR budget, employers set their own rules. For example, there are employers where it is possible to purchase a bike with tax benefits every year.

Is business driving possible?
Is business driving possible?
Electric driving is becoming increasingly popular. And that's a good thing! Better for your wallet and the environment.
We at Roxx bike have multiple bikes that are suitable for business driving. Save a lot of parking costs and avoid busy city traffic. E-bikes are the ideal means of transport for commuting or delivery services.
If you purchase an electric bicycle as an entrepreneur, there are a number of attractive tax arrangements that you can take advantage of.
Environmental Investment Deduction (MIA)
If you buy an electric bike with a price of €2,500 or more, you can deduct an additional 13.5% of half of the purchase price from your profit. This means you pay less tax on your profit.
Random depreciation (Vamil)
An electric bike is half eligible for random depreciation. This allows you to immediately write off 75% of half of the purchase price. This means your taxable profit in the year of purchase is lower and you therefore pay less tax.
Register with RvO
In order to use the MIA and Vamil, you must register the investment with the Netherlands Enterprise Agency (RvO) within three months.
Small-scale investment deduction (KIA)
In addition to the MIA and the Vamil, there is the small-scale investment deduction (KIA) for electric bicycles. The amount of the deduction depends on the number of investments in a year and amounts to a maximum of 28% of the investment amount. The KIA does not have to be reported to the RvO.
Calculation example
Suppose you buy an electric bike at Roxx bike for €1777 (excluding VAT). In the year of purchase you have the following additional deductions:
MIA: 50% of 1777 x 13.5% = € 119.95
Vamil: 50% of 1777 x 75% = €666.38
KIA: 1777 x 28% = € 497.56
That added together is €1,283.89
This deduction means you pay less tax. The amount of the benefit depends on whether you are an entrepreneur for income tax, whether you have a BV and what the applicable tax rate is.
Municipal subsidies
In addition to the tax subsidy schemes, entrepreneurs can apply to a number of Dutch municipalities for a subsidy for the purchase of an electric scooter.
